Does the ethercat debug network interface actually work?

I have version 1.4 rc3-r1529, with EC_DEBUG_IF defined in config.h

ifconfig -a shows the interfaces are there:
   ifconfig -a
   ecdbgb0   Link encap:Ethernet  HWaddr 00:00:00:00:00:00
             BROADCAST MULTICAST  MTU:1500  Metric:1
             RX packets:0 errors:0 dropped:0 overruns:0 frame:0
             TX packets:0 errors:0 dropped:0 overruns:0 carrier:0
             collisions:0 txqueuelen:1000
             RX bytes:0 (0.0 b)  TX bytes:0 (0.0 b)

But I am unable to get the interfaces on-line. For example:
    ifconfig ecdbgm0 up
    SIOCSIFFLAGS: Invalid argument

This is a Redhat Enterprise 5 system, with a RTAI-patched 2.6.24.7 kernel.
Everything else seems to work. (I can query slaves etc.)

What options do I need to provide ifconfig?
