I used TwinCAT System Manager for that step.

The missing description was that you need to add the XML file to TwinCAT's database directory. In my installation that was in C:\TwinCAT\Io\EtherCAT
Make sure you drop the XML file there before starting System Manager that will then mention that it's rebuilding the EtherCAT device database.
