You’ve misread that.

The patches are for 4.1, 4.4, 4.9, 4.13, and 4.14.  There aren’t any specific patches for minor versions of 4.1.

It is generally recommended (at least by me) to install all patches (the ones for future versions of the kernel simply won’t be used).  However, you can choose to apply only a subset of patches if you wish, particularly omitting some of the feature patches.  Instructions are given in the readme.
