Hello Jeff,
The master doesn't find the configured 8139too card.
Please check the output of dmesg when you start the master via init
script (/etc/init.d/ethercat start)
You must see output like

Here for a Intel e100 card
If there is nothing the master cannot load the correct module or doesn't
find the card.
One question: Why do you use such an old kernel?
I know running system with our stack starting at 2.6.13, but I do not
see a driver for 2.6.16, maybe there is a driver problem?
